This book details the domestic surveillance programs of both the Johnson and Nixon administrations, and subsequent public efforts to reign them in. Scott (assistant historian, U.S. Senate) follows reformers and whistleblowers, from Russ Wiggins of the Washington Post to ACLU director Aryeh Neier, and tells the story of their ultimate success. Their efforts, for instance, resulted in acts such as the 1974 Privacy Act and the 1976 Government in Sunshine Act. This book began as a master's thesis at the University of New Mexico.
