Scholars of earth sciences and planning begin with their observation that the success of local decisions about land use will be determined, to a significant degree, by factors that are difficult to control or even forecast. Therefore, they say, it is necessary to undertake what they call geographical vulnerability analysis, by developing scenarios about how, where, and when future patterns of land use might develop. They demonstrate, taking as their case study the US Marine Corps Camp Pendleton and Marine Corps Air Station Miramar, California, conveniently located between San Diego and Los Angeles. Their topics include scenario-based studies of military installations and their regions; mapping existing conditions; four scenarios; and hydrological, air-quality, and biological consequences associated with the alternative futures.
