Shirley (president, Ronald Coase Institute and a longtime World Bank economist) argues that the fundamental reason the developing world remains poor is that developing countries have failed to develop the institutions that effectively promote markets. After exploring the origins of market-promoting institutions in Europe and making an argument that foreign aid has no effect on promoting healthy institutions, she draws the conclusion that it makes sense to only aid those countries that already have market-promoting institutions, which leads her to the question of how one recognizes institutional progress. She seeks answers to this question by examining similar water reform initiatives with differing outcomes in Brazil and Chile. Finally, she turns to the question of how institutional progress occurs, exploring the idea that local scholars are needed to act as "institutional entrepreneurs" by devising and disseminating new economic paradigms through case studies of Taiwan, South Korea, Chile, China, Indonesia, and Argentina.
