This volume collects papers from an October 2007 conference, held at Stanford University's Hoover Institution in collaboration with former US Senator Sam Nunn's Nuclear Threat Initiative, that was convened to consider the means by which to realize the vision of a world free of nuclear weapons symbolized for the participants by the 1986 Reykjavik summit between US President Ronald Reagan and Soviet Premier Mikhail Gorbachev. Topics addressed by the 15 papers include de-alerting strategic forces, eliminating short-range nuclear weapons designed to be forward deployed, challenges of verification and compliance within a state of universal latency, transparent and irreversible dismantlement of nuclear weapons, monitoring nuclear warheads, securing nuclear stockpiles world wide, preventing the spread of enrichment and reprocessing, internationalizing the nuclear fuel cycle, the Comprehensive Nuclear-Test-Ban Treaty and US security, regional animosities and nuclear weapons proliferation, and diplomacy for the future (this last in a paper co-authored by former Secretary of State George Shultz). Also included are two Wall Street Journal op-eds, "A World Free of Nuclear Weapons" (Jan. 2007) and "Toward a Nuclear-Free World" (Jan. 2008), penned collectively by Nunn, Shultz, former Secretary of State Henry Kissinger, and former Secretary of Defense William Perry.
