The preface is written by one of the contributors (Jack S. Levy, Rutgers U.; his research focuses on causes of war and on foreign policy decision making). He states that "...Thomas Volgy and his associates [develop] a framework for the analysis of major powers, regional powers, and the quest for status in international politics, and then apply their framework to the leading states in the post-World War II international system." Ten integrated chapters offer an overview and then discuss the US, the USSR/Russian Federation, China, France, Japan, regional power identification, Brazil, India, and the future.
