Weissinger (behavioral science/criminal justice, New York Institute of Technology) interviewed criminal investigators of the US Immigration and Naturalization Service for his study of the organization. Before it became part of the Department of Homeland Security in 2003, the INS attempted to provide both a service and a control function, a dual mandate that made it difficult for investigators to fulfill their enforcement mission. Using the investigators' perceptions as well as an analysis of official statistics, Weissinger, himself a former INS investigator, assesses whether the bureaucratic change has resolved the fundamental contradiction posed by the dual mandate.
