Winston (information and library science, U. of North Carolina, Chapel Hill) examines how the degree of access to information representing various viewpoints and perspectives determines whether the US has a citizenry capable of informed participation. As he does so he shows how race, ethnicity, culture, economic disparity and geographic limits such access and particularly how individuals, groups and organizations control that access in an effort to control information and, as they see it, protect society from itself. He begins with the case of Brown v. Board of Education, examining the constitutional basis for access to information and thereby to informed participation, then analyzes the value of access to information in a competitive environment, recent controversy over access, the resulting crisis in ethics, the decisions now being made about access, and the future of civic engagement given his findings on access to information.
