This work describes and analyzes what it calls the "Employability Imperative," which "is the constant and widespread belief that schooling is the foundation of social and political mobility through economic productivity," and considers policy implications for countries around the world. It breaks down the Employability Imperative into the constituent parts of an economic imperative in which capital becomes a core concept of culture, schools and businesses link education to the labor market, and emphasizes the roles of individuals in the labor market; an institutional imperative consisting of global educational isomorphism leading to a common structure and institutional culture in schools capable of accommodating national norms; and a policy imperative defined by cross-national borrowing, global legitimacy, and intent-application mismatch.
