A frequent writer on relations between governmental bodies, Zimmerman (State U. of New York at Albany) presents an overview of the role of Congress as it devolves powers to the states. In the first two chapters he sets the stage by succinctly summarizing the federal system and then following with a longer clarification of the why and then the how of the devolution of power. Subsequent chapters cover state criminal law enforcement, congressional financial assistance, interstate compact formation, state-friendly congressional statutes, and the congressional facilitation of state action. As the sub-title suggests, it is the facilitating relationship that is highlighted here when Zimmerman explores in detail how the national government engages with the state to solve public problems. In this broad and complex span, matters of interstate and international crime appear, but so does the incidental commonplace of a truck driver crossing the country with a wallet full of state issued drivers licenses.
