With insurance regulation in the United States resting largely in the hands of state governments, excepting the regulatory powers that the Congress has removed by six preemption acts since 1974, large insurance firms have been lobbying for congressional enactment of a statute authorizing the issuance of an optional federal charter for insurance companies. In this volume, Zimmerman (political science, State U. of New York at Albany) analyzes two congressional bills that would create such a dual insurance charter system and proposes alternative approaches for Congress to consider, as he finds that such a dual charter system will not provide policy-holders and insurance company shareholders greater protection than the current state charter system.
